As a physician with a profound hearing loss, and someone who did not have any help during college, I can say that CART is invaluable in providing equal access to real-time information during class. It allows students to actively receive the info the professor is providing as well as to ask questions at the time. And it also allows these people to participate in any class discussions that may occur.
Notetaking is great, but doesn't replace CART.
Finally, the ADA requires equal access -- notetaking just doesn't provide this.
