Who Decides What's Best For Students?

I was saddened to read that the administration at Miami-Dade Community College determined that six deaf/hard-of-hearing students didn't need realtime captioning (CART) services for their courses and asked for note takers for them instead. How can they decide what's best for these students? I am a profoundly deaf male who has used CART services at every possible opportunity. I started a permanent job at Microsoft this week. CART services were provided for my four-hour orientation session and for the company meeting afterwards. I would not have gotten to where I am now if it were not for this technology.
